I’m pretty sure the seltzers and all of the legal hemp derived gummies, flower, and vapes were labeled/marketed as delta 9

I just went down a rabbit hole trying to get an answer why this provision was included in the new funding bill and who was for the restrictions and who was against the restrictions.
It's a confusing mess.
Apparently the main proponents for including the THC restrictions came from states Attorney Generals (39 AGs wrote a letter to congress earlier this week) and local and state law enforcement departments.
They claim THC provides a much cheaper and much more accessible and convenient source for inducing "psychotic episodes" (their words, not mine) which means a much greater number of young persons are using it.
One of the side issues is that young people are mixing THC oils in alcoholic beverages which is claimed to have increased the number of suicides and accidental deaths by younger users of the THC products, although I couldn't find any statistics which supported this opinion.
The main opposition to restricting THC production has come from farmers and agricultural lobbyists who have claimed the loss of growing hemp will be extremely harmful to farmers in several states.
One of the main states is Kentucky. That's why Kentucky Sen. Rand Paul was the leading senate opponent to passing the THC restriction. Paul has committed to reversing the THC restrictions in a future bill.
Also opposing the THC restrictions are retailers, including convenience stores ,who apparently sell a LOT of THC products at a profitable price mark up.

Now the limit will be 0.4 grams per product. Just eat more gummies. Instead of a donut you will eat 10 donut holes.
It’s just a feel good measure. No real effect except for the drink makers.
