Pull out a flask on the down low, but make sure he catches you. Tell him that you need a little knock every once in a while and see if he commiserates with your drinking on the job. Offer him a knock, fire him when he takes you up on the offer.

I don't know I kinda enjoy watching him pretend to be an executive while constantly proving he has no idea how the executive level works

Call the police and give them the car description like 10 min before he leaves. That way you can have him unemployed AND having to pay huge fines and mess up his life.

Pull him aside and ask him. Or at least ask if he's feeling ok and say you've noticed he sometimes seem a little off, red in the face, speech a little different.
If he is that conversation should be enough to end the issue and change his behavior. If not he's got a much more serious problem than you know.
Maybe he's not drinking, maybe it's a medical issue, Low blood sugar can present as a person is drunk. They even can get this kinda sweet smell on their breath that can resemble alcohol
But definitely get the official HR stance on how to proceed but keep his name out of it until you have a better feeling of whats going on.

I had to fire an employee for drinking Dr Tichner’s (sp?). He was furious because he said it was for a bad tooth. HR told him to bring a dentist’s excuse to drink that shite on the job.

Why even deal with it? it's your company. The fact that you are having to deal with this at all is a problem. Fire him. He's only been there 8 months. Find someone else to do his job.
