Bringing guns into the situation is just a needless escalation.

We already spend millions on police budgets. In fact, I'd wager in most areas, they make up the most of any single municipalities budgets. If we want them to respond to everything, and only train them to respond with violence all the time, then there isn't a solution here. If you can't even suggest maybe they should have a team dedicated to mental health emergencies, which they see a lot of, then why do we give them so much money?

Don't even need a trained specialist in most instances.
Just don't roll up on a guy obviously in a bad spot threatening to kill him if he doesn't do exactly as told.
It appears that is all cops are trained to do these days. Can no one just holster their gun and talk to a guy that is no threat?
This kinda reminds me of that poor slob in Phoenix at the hotel that got lit up because the cops were screaming conflicting orders at him so he didn't follow either and just stayed kneeling on the floor. Bang, dead for not following instructions. Cop got off as well.

He told the dispatcher on the 911 call that he was "stuck under a bush." That was probably red flag #1 that led to a suspicion that this guy was high out of his mind.

I'm 18 pages late to this party, but reading the OP it seems like the kid could have thrown the knives and hammers out of the car while still talking to the dispatcher and prior to the first deputy arriving on the scene.
He knew ahead of time those items might be a problem.
I'm not defending the cops ultimately, but seems like the majority of this situation could have been avoided.

911 call, 24 minutes
At the very beginning of the call he says if they don't get there soon he is going to die. There are skin walkers trying to ambush him. As the dispatch lady is trying to get his information and location he says he is going to have to kill some skin walkers and for them to hurry up. He says his crystal is protecting him. Lots of hallucinations while he is talking to her. He was fleeing the skin walkers who were trying to run him off the road when he made a u turn on a dirt road and got stuck. He tells dispatch he has weapons on him and he will throw them out the window when the cops show up and he will show his hands and that he is not a threat. He is scared to get out of the car because the skin walkers might get him. The dispatch lady does a good job of staying calm and patient with him.
The cops show up around 11:30 PM which means he got stuck on this dirt road in a bum frick town off the interstate around 11:00 PM or so. He said he was on his way to the mountains because he needed to escape.
Sadly this dude was either off his meds or on some psychedelics because he sounds bat shite crazy (reminds me of the first time I ate acid in high school). It is unfortunate he didn't have a roommate or friend or coworker that could have kept him off the road. And it is fortunate he didn't kill anyone with his car, he was totally off his rocker hallucinating and could have easily got on the interstate going the wrong direction or hit someone on a residential street when he was running from the skin walkers.
I haven't watched the full video of the body cam footage but the first few minutes show the cops approaching the vehicle and trying to build rapport with him and assess the situation. Ask him to get out and he freaks out. Says he has smoked something. I don't have time to watch the rest now.
I feel bad for the kid, hopped up on something, totally paranoid, and incapable of following simple directions to resolve the situation peacefully. I feel bad for the cops, having to live with taking the life of someone who most likely would not have harmed them but because of his mental state and holding a knife there was no way to be certain.

The system will put someone in jail for life. I would imagine most of the people who aren't in favor of officers spending hours dealing with someone like this, are also not in favor of wasting resources on keeping someone alive in jail for life who killed 40 people. If that person would be tortured while in jail, I would be all for it. I agree with the post you quoted though. Leo shouldn't be blasting away someone not causing harm. However, it's not fiscally responsible or necessary to add counselors/doctors to every significant department's payroll. They should have broke the window, tried other forms of non-lethal force (pepper spray), etc. Do they not make gloves and jackets that are resistant to a small knife? Seems like officers are scared to get physical with people.
