Is there any requirement for the govt to separate the two? I think there should be a fine/restoration and time cost/ and jail/service but under no circumstances should the public pay for their medical treatment to remove the epoxy/ concrete. They should have to eat, sleep, pee etc joined until ...and here is where a national healthcare would be great - they can get in for medical treatment
