I think he didn't initially grasp the severity of his actions at first. It caught up with him quickly and probably quickly understood the grave mistake he made. You frick up, fine. He's making it right, who's idea it was... who cares... he's still doing it and is publicly expressing his interest in being a solution to a problem he acknowledges he made a mistake in taking part of.

He should be punished to the fullest extent of the law, but the law can't think of a worse punishment than playing for the Cleveland Browns.

bullshite. Crow is just trash. His initial "apology" was canned garbage from his agent that he posted. Crow didn't offer to donate a game check and have the Browns draft a more compelling apology until:

How does a grown man and professional football player not realize how serious it would be to post a picture like that? There are a million different ways he could have appropriately expressed frustrations. "didn't grasp the severity" sounds like an excuse someone would use for a 14 year old kid.

I do think it matters whose idea it was and if he really believes what he's saying in his apology (or if it was some script he memorized from the Browns' PR department). We'll never know ( or at least for a while) what he really believes.
