I read about that when it first came out. Basically since foreign cultures don't value time like we do it's insensitive to expect them to be on time and you should accommodate them.
What I truly don't understand, from a University standpoint, is why they don't just say "hey, class starts at 9. You are welcome to show up whenever you'd like, but whatever you miss is on you"?
Unless the entire university is studying to take professional jobs in europe or wherever the frick people don't notice time, this is an absolutely piss poor introduction to the real, working world.

There are expectations in the professional world. If you didn't know that you are expected to be punctual, a university shouldn't keep you in the dark.

Man I wish LSU had done this. It makes me sick thinking of all the missed opportunities I've had in my life due to lack of understanding social issues. I could have done something with my life!

The problem with every social justice and diversity course I have ever seen is that it is always the majority having to adjust to the minority - never the reverse. Usually, the reverse isn't even considered.

My neighbor's kid had to take a similar course at UF. He was told he should work hard to get a better degree so that he could become a top notch earner. Once he was an earner, he should give his money to those who chose not to work hard.
He called BS and was considered a pariah by the prof for the rest of the semester. He is a top notch kid.

So, when prof is 15 minutes into his lecture to a hall of 100 students and culcha walks in, kindly rewind to the beginning and make the 100 students who were on time late for their next class, or whatever they had to do after. It makes perfect sense to me.
