if he is foreign he will be limited to strictly consulting firms more than likely. and in Civil, unless you go into the industrial field or some form of management, pay will be low starting out.

Management in the industrial field is where the money is.

Anywhere inside a hundred miles of Houston salaries will be highest. I would guess starting salaries are going to be 30% higher than other parts of the country.

Curious. What is considered “low”?

- Land development companies
- Army Corp of Engineers
- Water and wastewater - Wastewater especially, there is a nationwide shortage of wastewater plant operators. Won't get rich, but make a good living and have job security out the wazoo. Can get a job anywhere in the country once certified.

starting salary for a new grad would be somewhere between 45k to 65k depending on the type of company he goes to work for. Like I said, consulting companies that do more industrial work are going to pay on the higher end, the consulting firms that work DOTD projects are going to be on the low end. Structural>traffic.

Depends on which field inside of Civil Engineering his emphasis in school was and which field he wants to work. There are huge firms that basically have all the departments . Places like URS, AECOM, ARCADIS, HDR.
