I'm unfamiliar with that area, but is it really a ghetto? It looks more like a mix of working/lower middle class white area based on what I see.
Outside any city, so not in BR, Baker, Central etc.
Fun fact, it didn't flood in 2016. The Central waters stopped @ Foster, the Baker waters stopped @ Comite, and the waters from the west didn't get more than a few houses off of Plank. It's a natural high point.
If you did a streetview of Cooper, it does look like shite. There's a lot where a house used to be but burned, it's rough now. There's a house owned by a tow truck or trucker guy, with tons of shite. And without looking at streetview, there's a tiny house, probably 800 sq ft, which is where the shooting seemed to be.
But roll down some of the other streets, and things are pretty decent, although older.

Exactly as you described it: older, working class, almost country neighborhood. I've stood on the driveway where Ch 9's reporter was located tonight; back some 20 years ago it was the family home of a friend. Sad all around.

Very well could be a kid, I was just responding to someone wondering why an adult would go to a Children’s Hospital.
If the victim is a Downs, autistic, or other special needs person that could also explain using the Children’s Hospital instead of a closer facility.

Gotcha. So it can still be some gang/disrespeck shite, but that's less likely than people were thinking considering the demographics.

Children's is off Essen. If you get off going to OLOL, you literally drive past the road to get to it.
OLOL still has an ER where EKL was, same principle as the ER in Livingston Parish. If they didn't go there instantly, the victim was in good shape.

It is old working class dating back to the 40s or 50s.
I know at least one house on Brownfields got firebombed in the 60s or 70s because of Teamster related issues. I think Partin’s brother lived there and people thought Partin was laying low there.
