I guess if the balloon wasn’t threat enough to shoot down before it flew over the whole country then why bother shooting it down once it’s gone? We should’ve shot it down when it was still over the pacific.

I think they were counting on us not doing anything, probably because they didn't think we could reach it. So we let the balloon cruise along like it's NBD because we're not worried about it then nonchalantly pop it like we could al along. It turns an embarrassment for the US into an embarrassment for China.
