Depends on the district. Some places admin are pretty overworked, at the school level anyway. At the district level there is no doubt a ton of waste of taxpayer dollars with worthless admin positions or ones that barely do their job. Most of the excess is related to federal regulations, NCLB, and IEP related nonsense though.
The biggest waste of money comes from instructional growth coach/teacher type positions. They provide absolutely nothing except for annoying teachers during PDs.
Obviously the situation here in Chicago is silly corruption on the next level, as to be expected with Chicago.

Remember when everyone said Lori Lightfoot was the worst mayor ever, then this clown got elected and made things 20x worse?
Don’t think the same thing can’t happen with Cantrell being replaced by Moreno. She’s just a more attractive City Council grifter who’s only looking out for herself.

There is too much of both. Our ISD president does make over $400k a year, which is absurd, but it's outstripped by the hundreds of $60k hires we have to make to accommodate kids that can't self soothe.

The challenging issue with public educational bureaucracy creep is they continually manufacture administrative and internal credential creep.
Bogus shite to be sure; we are not getting better at educating children in many public school systems than we did in the past.
All this being said, I know there are educators and educational administrators out there who are caring and effective professionals.
Generally speaking though the entire discipline of education has unfortunately been lefticized.

If they try to balance the school budget by reducing the police budget the cops will be biggly mad about it. Chicagos' Daniels will have his hands full trying to solve murders and fight the drug dealers with the mayors interventions.
