Should a police officer NOT consider the consequences shooting?
For a normal, competent officer, I'm glad there is some hesitation before shooting. Shooting to kill, by default, is not the right answer.

At what point do cops begin quitting, and academy enrollment numbers drop off a cliff? I am sure there are currently cops that are "too close to retirement" to quit, but they sure aren't going to be the ones that show up to a potentially bad scene. I'm talking about the 20 somethings who are passionate about their jobs.
But I guess that's the point where the Federal Government takes over local policing.

Probably never. First of all, their job has never been safer. Second, the chances of having a justified homicide in their entire career are incredibly low, much less actually committing a crime.

She has the wrong mindset for the profession and shouldn't be a cop. With the neck injuries she won't be ever again. She will collect a check for the rest of her life.

This goes back to training, or a lack thereof.
We've got officers that use deadly force too quickly and we've got officers that don't use it when their life is actually threatened.

That's bullshite.
In 2016, those same thoughts cross every cop's mind when engaging a suspect. Maybe not to this extreme but it is a major concern.
