it just means that we would make up less than 50% of the population
and I feel like they have been saying this was going to happen in 20 years for over 20 years now

So, they're combining non-whites and hispanics into one total, then comparing that to the white total. 
non-whites < whites
hispanic < whites
(non-whites + hispanic) > whites
Is this a subtle Democrat vs Republican comparison?
It's all in the wording with these reports. This being from 2016:
18% + 13.4% is 31.4%.... nowhere even close to even the 61% white population
