Cash transaction for a car, do I have to get it registered and pay sales tax?

Been a long time since I have done this but I was told by the fricking notary that I MUST register my vehicle and pay sales tax on it for her to notarize the bill of sale. All I want to do is buy a little shite car from a guy, put it in my garage, and tinker on it. It's probably 2 years from being road worthy. Just a money grab by this bitch, right? I suppose one option would be to not notarize the bill of sale but then it won't be valid when I do want to register the car a couple years down the road.

AFAIK all you need for her to notarize the Bill of Sale is for her to witness the $ change hands and the signing over of the title. Of course, the amount specified on the title must match the amount that changes hands.
You'll need to register it and pay taxes before you get a license plate, but that's none of notary's business.

I would assume you would pay sales tax since you did indeed partake in the sale of good. But I cannot see why you would need to register

No. I have bought cars without registering. You just want a title transfer nothing else.

Let me warn you now. YOU MUST REGISTER THE CAR IMMEDIATELY. I bought a Corvette to restore last year. It didn't run, it is a complete restoration job.
I went down to the DPS recently to register it (mind you it still doesn't run) because I wanted to go ahead and get an antique plate and get insurance on it since I am putting some serious cash into it.
Turns out I got nailed with a hefty fine, interest and late charges for not registering within 30 days of purchase. DPS will arse rape you and smile about it. The fact that the car wasn't and still isn't road worthy does NOT matter. If it has a VIN you have to register it. Complete and utter bullshite.
You have been warned.

Considering the notary is going to get exactly $0 from you registering and paying taxes on the car, I'm going to go with a hard no here dog.
And to answer your original question, yes you must do both of those things or you'll be fricked bigly when you get it running and then need insurance, etc.

all you "need" is a title transfer and bill of sale, and yes you have to bring papers to dmv for paying sales taxes and getting the title processed.
you "only" need to register it and get it licensed when you are ready to put it on the road
she is most likely just ignorant because she doesnt make any extra money from making you get it registered, the dmv gets that money not her.
also if its a large cash transaction it must be reported to the IRS so they can investigate if you are a drug dealer laundering cash. im not kidding at all here, when i bought my suv for $11k cash thats what the dealer had to do and i got a letter telling me i was deemed by them to not be a crminal enterprise trying to launder money
frickin big brother is watching everything you do now, even deposits of more then $1k cash to your bank you will get reported to the police to investigate you for suspicion of "possible" illegal criminal activity

Crazy. I thought you could pull the plates so it negated the need for insurance.
You have to keep plates on a non-running project car or is there a different registration in such cases?

The only way to avoid the sales tax is by Act of Donation.
Even then, the value of the car has to be less than $14,000, IIRC.

I can only say that I asked this very question and was told NO. DPS says that the car has to be registered and plated. Doesn't make sense to me but they certainly backed it up with a fine and interest. I am just glad I didn't wait another year or so until the car is done being worked on before I went down there.

This is the exact question I had for DPS. According to the lady issuing the plates, if you buy a FRAME of a car that has a VIN you are required to register it and pay. I quit asking questions after she hit me with that one. Complete bullshite. They are all about getting that cash.
