Truck at fault but likely couldn't decelerate that fast as the road was wet.
Car is stupid for slowing down so much and impeding traffic.

Was this video from the USA? That truck doesn't look like something we see in the US. The truck driver is consistent with truck drivers in 3rd world countries.
