There's a bit of that, but it combines with the fact that blacks, especially black males, are more likely to have an STD than any other race in the US (average of ~5-8 times more likely than a white male). With the state being 1/3 black, it increases the chances dramatically.
I haven't dug into rural, poverty, urban, wealthy numbers yet, but it wouldn't shock me to find poor and urban has a higher chance than any other combo.
