Little is known about the owner of the dogs except that he periodically lived with two older women in a house owned by Habitat for Humanity in the 1300 block of St. Anthony Street.

Habitat rented the property to the women in March, said Marguerite Oestreicher, chief advancement officer with New Orleans area Habitat for Humanity. Three months later, the nonprofit posted an eviction notice on their door after neighbors complained they were harboring pit bulls. Habitat does not allow pets except for therapy animals.

Habitat also learned a man who was not an approved tenant on the lease had been living at times with the two women, Oestreicher said.

That man, who neighbors identified as the owner of the dogs, was the subject of a call police received, nine hours before Funk was attacked, for a "mental patient, obscenity, exposing."

Four pit bulls, including the two that later mauled Funk, broke out of their yard. The owner caught three of them and was in the process of catching the fourth when a resident of the block pulled up in his truck and parked, Stacey said. The owner of the dogs accused him of trying to run over one of his pets, screaming and threatening him. When the driver of the truck went inside his home and closed the door, the owner of the dogs became increasingly agitated and stripped naked, Stacey said.

"It was a total blowout," she remembered. "He fell all over the sidewalk throwing garbage cans and ripping up people's flower beds. My son came back inside and said, 'Ma, don't go to the door because that guy is butt-naked.'"

Police detained the man and transported him to a hospital for a mental evaluation, said NOPD spokesman Looney. The department declined to identify the man, saying he was not arrested or charged with a crime.
