Fayetteville has the exact same issue. Not enough dorms and not enough parking. Only freshman are allowed to stay on campus and even then there aren't enough dorms. They contact out to local apartment complexes for the overflow

I live in Knoxville, and it would be impossible to get around without a vehicle. Depending on where in town you live, it can even be hard to get an Uber unless you reserve one in advance.
I lived in Boston for 4 years and didn't have a car, but I definitely could not function here without personal transportation. Also, traffic sucks and there is a strange shortage of protected left turn signals. East Tennesee is super pretty, though.

Plenty of places in this country where you can get around without a car.
There are even some cities where it's stupid to own a car.
I got around just fine in Boise without a vehicle for years.
