So if I wasn’t engaged in piracy and my boat wasn’t registered anywhere I am outside the law?

Could be completely wrong, but I believe the laws on the boat are governed by the flag of the vessel. I.e. that Carribean cruise boat is most likely flagged by the Bahamas, so their laws would govern.

As an American citizen you'd be under laws such as tax evasion. Not a CPA, but you have to report any income even internationl. So if you paid your taxes for selling drugs but no one knew what you sold, not sure anyone can do anything.

But as said, citizens of a country are still protected by their own countries laws no matter where they are. Local jurisdiction comes first, but if there is none then you resort back to the country of citizenship.

So if you kill a Brazilian in international waters, the country of Brazil will still come after you.
