there are universally agreed upon "international laws" that govern what you can and cant do such as murder but for the most part those are just for show to say there are "basic rules" everyone must live by since the UN must be the one to enforce them
Ships fly a flag. Break a crime and you go under that countries rule and law.

Let us know how that works out for ya. Lots of them locked up in prison. When a Sovereign Citizen resides in a Sovereign Country you abide by their laws... I think that is a pretty universal rule to go by.
