It's a convenient location close to a major Texas population center. There is one in Oklahoma near the Texas border as well for the same reason.
That's why Lake Chuck metro (292,000 people) has the same number of casinos as the Baton Rouge metro (850,000 people). Lake Chuck is more convenient to the Houston market.

I remember when some of those boats came in the mid 90s.

The laws allowing riverboats came in under Roemer's watch, but the licensing process was under Eddie's watch and getting busted taking payouts for the licensing of some of those boats is what got him send to club Fed. The land based casino wasn't legalized during Roemer's term. That was Slick Eddie's. I'm kind of surprised the DOJ wasn't able to find anything there to nail him on.

We've been waiting for years for gaming and the lottery to save us. It's not going to happen.

This specific project would definitely not make that much of an impact. However Gaming provides over $200M annually to the state in gaming taxes. Not to mention the hotel/sales taxes tourist pay while here in LA.

It was the stupid Legislature that required the casinos to be sailing up and down the river, not the boat captain union.
Then, to let the floating casino dock permanently was even dumber as the vessel was still a vessel. This required a captain, engineer, etc.

That wasn't really it at all, though I can see why you might think that and I'm sure it didn't hurt. It all goes back to the sailing requirements. Sailing was required unless it was deemed too perilous to sail. The red river has been considered one of the more perilous waterways long before the current riverboat gambling was even a thing. Boats on the Red were almost immediately exempted so, from a revenue standpoint, that was the place everyone applied for.
There was quite a bit written about this back in the 90s. Both BR and LC raised holy hell about this for some time. LC probably would have had a couple more otherwise for proximity to Houston.
If Baton Rouge wants a land based casino, it will need a constitutional amendment. The state constitution only allows for the one land based casino in NOLA. That means a statewide vote.

When Louisiana legalized gaming, the law was written for one casino to be land based in New Orleans and casino companies could bid for the right to operate the land based one. The contact would be good for 30 years then up for renewal after that.

yep ans is designed to float off of its piled foundation.
Funny thing is that for the barge to float the water level has to be 1 foot higher than the levee. Which would mean the city of baton rouge would be under water.

In Missouri they have gotten around this with pipes. Per some angry old man:
