You think it’s waiters job to handle the bums outside? That’s on you, if you want to deal with it great, if not don’t force the waiter outside to fight the bum away. Why is the WAITER, of all people, responsible for anything going on outside of the restaurant they work in??
"Hey, I know you get paid peanuts and rely on the generosity of patrons like me in order to be able to house and feed yourself, so why don't you go put yourself in a dangerous situation to earn my change, by confronting a homeless person who's probably mentally ill"

I agree with what others are saying. I understand you felt bad for the older couple. Instead of you doing something about it you requested your waiter handle it. It likely could have cost him his job. It wouldn't have cost you a thing. Then to "show" him you didn't tip him. The purpose of the tip is a gratuity for the quality of his work as your waiter. It has nothing to do with him following your orders for something happening away from that. You penalized him because his opinion didn't match yours. It was a weak response on your part.
