Bridge "Inspections" in NOLA

The St. Claude bridge is closed at various times this weekend for "bridge inspections." These happen from time to time due to the fact that this is a very old, antiquated bridge. This bridge is scheduled for replacement as part of a larger project to replace the Industrial Canal Lock, but appaently that project is "racist" because it would involve taking a few dilapidated 9th ward homes, so, looks like we are stuck with this bridge for a while.
Anyways, the bridge is completely closed on the following schedule:
Friday, July 19: 6:00 AM - 6:00 PM
Saturday, July 20: 7:00 AM - 3:00 PM
Sunday, July 21: 7:00 AM - 3:00 PM
I know that few people care about 9th ward / St Bernard residents, but this resulted in traffic being insane this morning on the other main option, the Claiborne / Judge Seeber bridge (Florida Ave bridge is also an option, but pretty far out of the way, and the downtown side approach still has standing water from Barry that hasn't drained properly. The traffic this morning was absurd.
In most normal, functioning cities, this work would be restricted all to a Saturday and Sunday, and possibly a 24 hour closure. The bridge is scheduled to be closed 28 hours over 3 days, but I bet if it was done consecutively, it could be done in 24. So why not close it from 6 am Saturday to 6 am Sunday? It's a small bridge, get some portable lights for the overnight work.
Again, this is how pretty much every other major American city would do it. At the very least, do 12 hour closures on Saturday and Sunday.
But no, we have to be lazy and cheap and inconvenience the citizens who try to get to work today.
I choose to live here because my family is here and having my extended family around my kids is important to us. But damn, it's hard sometimes.

I've lived in four major cities and 3 of them would do this type of work with extended weekend closures.
So, clue me in then, or what I don't know.
Remember, this is the same place that needs 4 years to design and build the new interstate exit to the airport.

In ATL, any bottleneck road closures for construction are done either from 9pm-5am or on Sundays.
There would be an apocalyptic traffic jam if this was done at any other time of the week.

You can't shut down the marine traffic for 24 hours for starters. That's absurd.
ETA: Also, why do you have "inspections" in quotes? What do you think is actually happening?

This isn’t routine road work, it involves a lot more than just the city. It’s a minor inconveinece, but shutting down bridge and marine traffic for 12 hours on the weekend isn’t ideal either.

The shutdown times for marine are much less.
From the Port:
Marine Closures:
Friday, July 19: 6:30 AM – 8:30 AM & 3:30 PM – 5:45 PM (during normal bridge curfews)
Saturday, July 20: 8:00 AM – 2:00 PM
Sunday, July 21: 8:00 AM – 2:00 PM
The bridge will remain open to pedestrians and bicyclists during the vehicular and marine traffic closures.
So on the day when vehicle traffic is most affected, marine traffic isn't affected at all. (they are used to the regular daily curfew times).
So, tell me again why this couldn't have been done, at a min, from 7 am Saturday to say 11 am Sunday, with the marine restrictions built into those times? Since they clearly don't need marine restrictions for all 28 hours.

I'm sure they are doing inspections, just put it in quotes to distinguish it from actual repair work.

The port owns the bridge. Who else would be involved other than the port and their contractors?
I'm aware of the fact that the port is a state agency, but 3 of the 5 commissioners are required to be from NOLA. The same stupidity that infects city government, also infects the port.

the feds bought the lock from the port in 1986. not sure if that's still the case but i'm like 99.9% sure it's operated by the corps so that's your problem.

I'm not asking for 3 days worth of marine closures to be packed into 28 hours. I'm asking for approx 15 hours of marine closures to be packed into 28 hours. As it is, with the schedule, 12 hours of marine closures are being packed into 32 hours, so it's not much more of a stretch.

How is it in Houston and Atlanta that the contractors can work 24 hours a day, but we can't possibly do that here?

Guess you missed the last big project on the the very bridge you're talking about where they worked 10 days straight to minimize the closure.
