Too many factors. A flatter chested woman can almost always get away with low cut, and many gowns on the formal end of the spectrum have such. If you are chesty, it’s much harder to get away with.

This mindset is something I can’t get my mind around. As I said last night, I remember it not only being common for military men to wear their dress uniform to formal occasions, it was expected. But now it’s down right offensive? Why? Why does it bother people? What’s the big deal?
