That site was formerly EBR landfill. I guess the statue of limitations ran out on that along w/their memory.

Did you bother reading the scoring methodology? One-third of the score is dependent on what % of the population lives within a 10 minute walk of a public park. Hardly anyone in BR lives within a 10 minute walk of anything besides a strip mall or Circle K. That's not an indictment of the BR park system, but rather BR as a whole. Other metrics include dog parks per 10k residents, basketball hoops per 10k residents, and % of land that is publicly owned which together account for another one-half of the score. Those don't seem like reliable metrics for measuring the quality of a city's park system.
Where is there a ranking where BR is in the top 10?

Are you suggesting the LA legislature confiscate BREC’s bank accounts to address the budget shortfall?
BREC has the money and donations to make the plan work so any argument from a monetary standpoint is dead. BREC needs to close the current zoo and BR not have a zoo or move it. The current setup is the real waste of money.
No, but they certainly could curtail the millions in tax dollars given to BREC each year by the same amount.
