Exactly that.
Sorry, I should have clarified. You put a quarter in a contraption on the basket which would release a lock that had it tied to other baskets. To get the quarter back, you had to re-lock it to another basket and it would release the quarter.
Even if someone left the basket at some random spot in the lot, some broke dick would happily return it for the quarter.

No, seriously, the Aldi grocery chain does exactly that. Founded in Germany, all over the US, surprised it's not in LA.

I was stunned when the Champps in Lincolnshire, Illinois closed too but there seems to have been a larger issue with the franchise that caused even profitable locations to close.
