BR man and “woman” arrested for prostitution after being found naked in a car

EAST BATON ROUGE PARISH, LA (WAFB) - A man and a woman are now behind bars after a deputy caught the two about to engage in prostitution.
The report states a deputy with the East Baton Rouge Parish Sheriff's Office was patrolling on Alamonster Avenue on Monday, January 1 when the deputy saw a silver 2007 Mazda 3 parked off the road in a secluded area. The deputy approached the vehicle and reportedly found a man and a woman, both naked, in the vehicle.
The man, later identified as Michael Thompson, reportedly said he ran into the woman on Florida Boulevard and they made an arrangement to have sex in excahnge for money.
The woman, identified as Crystal Harris, said she agreed to take money in exchange for having sex with Thompson, but that they had not yet had sex.

What if the cops see a man and woman in a vehicle. They are boyfriend and girlfriend. The girlfriend asks the boyfriend if he has some extra cash on him. He pulls out a $50 because that's all he has on him, gives it to her and then they decide to get a quicky in before she gets out and goes back to work or wherever?
If the cop sees a man giving a woman money, then watches them go at it, what would stop that cop from arresting them for prostitution? Serious question. He gave her cash and had sex after.
This dude gave this chick money and they were about to frick.... The cops arrested them. Meanwhile, murder is out of control in BR.
