I have lived in each city and it is difficult to compare the two. I will say that there is more separation of classes in Jackson. The bad areas of Jackson are worse than that of Baton Rouge … but I find that the suburbs are a lot nicer in Jackson area. There is not much overlap of socioeconomic classes in central Mississippi.

To the contrary, downtown is clean and almost gentrified. Even government on down looks kinda cleaned up.

But that's not north BR, FWIW.

I actually like living in BR. The problems the city has are mostly quarantined to the north due to the interstate

I’ve never had a problem with crime or anything else living in south BR

Enjoy that 91 traffic one of the reasons I moved from there to AZ. I spend more time at the beach there than people I know that still live there. They drive at least an hour to work morning and afternoon to live far enough out to afford housing. It’s a $65 want to get away flight for me and 55 minute investment.

And ironic OP mentions homeless people, a tiny bit of research will tell you CA is right near the top with homeless people problems.

Comparing Irvine to BR is like comparing Mandeville to San Bernardino. But yes, BR has gone down like most all urban cities. Our homeless problem is not as bad as many. It's all the empty businesses and offices in BR that gets me. And they don't have a for sale sign on them, they just sit and rot.

Heads up any city with a minorities in the majority is a shithole. This is a fact!
Any place in the US w/ public transportation is either crap or going to be crap.
