Baton Rouge started sinking when the EBR parish public school system decided all the public schools in the parish needed to balance out the race population at all the schools. I think Kip Holden did a good job trying to revive BR, but he could only do so much.. Not, it seems like this new mayor (and her cronies) will be the next sweep that will hurt Baton Rouge. Its actually kind of sad.
