Gary Chambers is really promoting this "logic"
he keeps writing about "investment" in NBR and asking for government to fix it
basically his last article claimed that city/parish "service contracts" with white companies was taking that money from NBR, without any discussion of the alternative black company-options that were neglected

not agreeing with her nonsense, just the opposite, many government bid jobs will not award a bid if there are no minority bidders, and they will reject a low bid by a non-minority bidder and award it to the minority owned company, many of these jobs stipulate that a certain percentage of the workforce, and certain positions be held by minorities/women, and even the pay for certain positions
