This should be such an easy fix , they could handle this in an afternoon and for your trouble give you a cashiers check to cover your wasting time at the OMV

Bought a truck in Texas on October 1 and by late November I still hadn’t received my plates. Called the dealership and they said when they sent the title to my DMV in Louisiana it was damaged in shipment, so they had to resend it. I called a week later and they said they confirmed that my DMV had it. I went to the DMV to see what was up and my info was sitting under a pile of about 30 others. I got my plates that day, but it probably would have been at least another week or two before I received it had I waited for it to be mailed to me. Got my plates on Dec 15th I believe. Long story short, go by the DMV you got them to send the info to, it may be there.

Ive bought about 20 cars in Memphis. Never had a title issue.

Someone is hiding a problem, probably the Used Car Manager. Contact the Title Clerk directly. If she cannot help you, speak to the General Manager or the owner.
Demand the title paperwork or a refund - ultimately it’s your money & responsiblity. Good luck.
