Same thing has happened in Seattle and it has turn it into a shithole. The drug epidemic, due to lack of policing, has caused an explosion in the homeless population. Now tent cities are popping up in parks all around the city, including nice neighborhoods.

Arraignment implies arrest. What she is doing isn't allowing for zero recourse, she's taking the arrest out of the equations.Cite and release. Fines levied. Restitution ordered. I'm sure if court dates are missed or payments remain uncollected the process of warrants for arrest will be as normal and issued.

Yeah , that was my thought as well. A Pakistani convenience store owner in the hood is not likely to agree that his property doesn’t belong to him. When The State vacates it’s rightful law enforcement role, individuals step in to fill the vacuum. And sometimes that leads to dead thug and burning city.
If the laws suck, replace the law. But you have to enforce the law, especially that which pertains to private property, which is the single most important right.

I'm a firm believer that all crimes should have a victim but some of these seem pretty questionable from that standpoint.

If I lived in Boston, I'd be putting a "For Sale" in my yard today.
That stupid bitch is basically saying that being an actual thug is cool with her. You're allowed to steal, trespass, and resist arrest with impunity.
Cops will just turn their damn radios off. No need to go chase down perps or even traffic offenders if the D.A. is just gonna let 'em get away with it. No license? No problem.
This WILL NOT work out the way she thinks it will. Boston is about to be overrun by petty thieves and general lawlessness.
I honestly don't think she could have an IQ above 60.
