Confronting law enforcement during an operation is, in fact, impeding. It is a lawful order for them to tell you to move back. If you don’t move back, it is lawful for them to move you back.

so, in your opinion, was it wrong of him to conceal carry a weapon, even though he was legal granted the authority to do so, even if he had never or rarely done it before?

The problem with this situation is that the agent that escalated the situation isn’t the one who pulled the trigger (I don’t think).
So you are stuck having to apply reasonability standard on the shooting officer based on what he knew and perceived at the time.
So in the example given, if Officer Chud is beating his wife, you intercede and tackle him to the ground, and then another officer comes upon the scene and sees you wrestling with the officer (without knowing the context), the second officers actions are judged by what perceived an reasonably believed at time.

Wrong for him to CCW AND confront law enforcement in the course of their duties. He was also not carrying his permit, which makes him unlawfully CCW'ing according to local statutes. So he essentially removed his legal authority by his own negligence.

i don't think so either... personally, i think the agent that pulled the trigger was not the 1st officer, nor the one that shouted "gun, gun, gun", nor the one that carried his gun away from the situation after disarming him... it was one of the other 3 officers... one of the 7 did it

It is going to depend on what the shooting officer knew at the time he pulled the trigger. Give the timeframe and movements, I seriously doubt that the shooting agent knew that Pretti has been disarmed 1-2 seconds before. The biggest question is going to be who the first shot came from and what was being communicated between the officers in this crucial 3-4 seconds.
And none of is to say ICE, through the actions of initial agents escalation of the event, isn’t culpable to a degree. But the legal analysis of the agent that actual shot Pretti is complicated and unclear based on what we actually know right now.
