The counter argument will be that this man was completely out of his mind and drunk and/or high on some serious stuff. To let an armed, violent, unhinged, and chemically compromised individual go running into the night puts the safety and lives of all innocent citizens in the area at risk. The police were required to keep that from happening.

If he didn't, who is liable?
I would have favored letting him go, arrest him when he's sober but it's a decision he forced by firing the taser toward cops.

Pretty sure the cop that fired his sidearm was the one who no longer had his taser. The other cop had deployed his taser which was ineffective. But you already knew that if you watched the video.

Okay... that doesn't change the fact that he still shot at the cop with the taser he stole from said cop. He's still deemed a threat. So what, he throws away the taser and his threat level drops to zero? Yeah, the real world doesn't work like that. At all.
