It's this way by design. They've spent decades trying to paint certain groups of people into an indefensible corner no matter what they do. The goal is complete demoralization in order to have them submit to a second class citizenship.
Nothing in these "equity" movements has anything to do with equal treatment or opportunity. It's all about revenge. The biggest problem is that these people don't know how to build or maintain the societies that they currently enjoy. They only know how to destroy and they do it quite well.

The original borders would have been blacker but Kip shitcanning the first petition meant a lot of areas with apartments and with residents unwilling to sign weren’t included the second time around.
They can petition for inclusion but the turnover of residents at those apartments was specifically used to kill the first petition.

All this started over a simple request to have an independent school district. The mayors, both Holden and Broome, put roadblocks at every step and even took away a huge chunk of SG's commercial tax base to prevent it from happening.
It sounds like the entire EBRPSS was built around using SGs money knowing that they'll never utilize the school system. That's their problem.

They started this shite through telling reformers “go make your own school system” rather than letting them attempt to fix the disaster that is EBRPSS.

Ironically, there are going to be so many non-white people pulling all the usual tricks to try to get into SG schools because the BR schools are so bad.

What percentage of the total population of EBRP is the population of St. George? Is it more than 8%? If so this should be a net gain for EBR since St. George is only taking 8% of the revenue and EBRP won’t have to provide resources to those residents of St. George.

Went to the Rouses on Bluebonnet the other day. The amount of tire marks in that parking lot makes me think the fortress has some serious holes in it.
