To be fair I was in a meeting with NOPD yesterday and they were calling this "event" a hoax. I don't think the issue was rain.

The town talk said a dozen people, but all the photos and quotes were from the same 3 people. Willing to bet it was the three of them, the reporter, 2 homeless people who were trying to sleep, and a half dozen people who were looking for the Catholic Church or the bridge entrance or something.
