I remember him and his commercials. He sure hated Buddy Roemer. He had one with a bunch of old Cajuns doing their rendition of Revolution by the Beatles

There was a guy on one of the other LSU sites who was a lobbyist for the Louisiana Chemical Association. He was a piece of work. To hear him tell it there was no such thing as pollution and anyone who thought otherwise was a commie dupe.
Describes the entirety of the PT now

Called the highway department folks who planned to cut down the large live oaks along the highway near Rockefeller Refuge "point headed engineers" and stopped the planned cutting. Actually a dedicated sportsman and conservationist.

Probably Foster's biggest contribution to the state of La:

Mike Foster authored the constitutional amendment and legislation that created LWCC as a private mutual insurance company setting it up for sustainable future success.

Marine Shale Processors was one of those topics that was consistently mentioned on local TV news in my childhood.
The other ones I remember are that Broadhead guy at LSU getting embroiled in a wiretapping scandal, a lot of crap about "minuteman" and "midgetman" missiles (name wouldn't fly nowadays), and LP&L going like 900% over budget on the Waterford 3 nuclear power plant.
Oh, and Don Kelly emerging from the State Capitol in dark prescription sunglasses.... every... fricking... afternoon.

Only thing I remember about Gov. Foster was him getting rid of the motorcycle helmet law.
And he was probably the best governor in the history of the state which isnt saying much

gimme a frickin break. I liked Foster, but to call anyone who's governed this state since 1970 the "best ever" is insane. In that time we've gone from last to last in every category for evaluating a state govt with exception to the areas that weren't in existence in 70 which we've just started and remained last in. We have a real problem in LA and everyone in office is to blame.

I think what he’s inferring is that Foster didn’t do shite (good or bad). All the other governors actually made Louisiana worse.

He also signed an EO to immediately drop the speed on the spillway to 55 after a behemoth crash one day.

If you have ever met Marsanne, you would know that she is fricking crazy.
You have my attention. I recently met her and can confirm your statement.
She told me 9 times in the first meeting that she was a Democrat and it had absolutely no relevance to the context or location of our interaction.
I am interested in learning more about her interactions with others.

His aggregate was nonleachable, per the test, but it was still full of heavy metals.
That reminds me of a story that I came across in Missouri where they used an oily dioxin that was a waste byproduct of napalm production. The whole town had to move.
From History.com
quote:
On December 23, 1982, the Missouri Department of Health and the federal Centers for Disease Control (CDC) inform residents of Times Beach, Missouri that their town was contaminated when the chemical dioxin was sprayed on its unpaved roads, and that the town will have to be evacuated and demolished. By February, the federal and state governments had spent $36 million to buy every house in town except one (its owners, lifelong residents of Times Beach, refused to sell). In 1985, the city was officially disincorporated.
quote:
Unfortunately, Times Beach never had the money to pave its roads, and all the dust kicked up by cars and trucks was a real nuisance. In 1972, town officials thought they’d found a perfect solution to the problem: they paid local waste-hauler Russell Bliss just 6 cents per gallon to spray its roads with oil, theoretically gluing the dust to the ground. Bliss got the oil for free the year before, when a chemical manufacturer that had made most of its money selling napalm to the military paid him to get rid of its waste materials. He mixed six truckloads of that waste–which turned out to be hexachlorophene tainted with dioxin, a dangerous chemical that, once absorbed, can remain in the human body for more than 10 years–with a tankful of used motor oil. Next, he sprayed this carcinogenic cocktail all over town.
