Black councilman cries racial profiling during arrest... Body cam released, he backtracks

In the video, Shemwell can be heard asking the officer if he knows who he is and said he'll call the chief. The officer said he's going to cite him for both speeding and failing to change the address on his license within 30 days. When Shemwell refuses to sign the citation, the police officer arrests him.
FOX 4 contacted Shemwell again for comment after the video was released but did not hear back. He admitted to the Dallas Morning News that he was antagonistic with the officer and is not sure it was really a case of racial profiling.

That's the deal, though, isn't it? The citation is an acknowledgment by the person accused of the infraction that they have been notified of the accusation, are being released, and promise to appear before the court on or before a particular day to answer the charge. This is in lieu of arrest and booking for minor crimes and infractions. If you don't sign the citation that says you acknowledge the accusation and promise to appear before the court, your arse absolutely can be arrested instead and thrown into the Greybar Hotel until you can see a judge.

I don't think it matters you still get the ticket either way. It's not really a reason to arrest anyone. I think they probably arrested him for going 20 mph over and for being a douche.

Just to clarify, you sign to acknowledge being charged with the infraction, not the infraction itself. Not an admission of anything.

Signing the citation is your promise to appear in court to answer the charge. If you don’t appear, it’s the basis for the bench warrant for failure to appear. If you refuse to sign it, they arrest and book you and you are then given an opportunity to bond out (another promise to appear) or you can just sit in prison until your trial.

The cops tell you that when they give you the ticket. It's something like, "Signing here is not an admission of guilt, it's just acknowledgement of something something"
