Bill in Congress Seeks Moratorium on US Oil Exports

"America produces more oil than we use and is a net exporter of both petroleum and refined products. If we prohibit exports, the supply will exceed the demand, and prices for American consumers will drop", the office of Congressman Brad Sherman of the 32nd District of California said in an online statement.
"Currently, American oil is going to Europe and Asia to replace Middle East oil, reducing the domestic supply and raising the prices Americans pay".
According to the Energy Information Administration's (EIA) latest update, released Monday, weekly regular gasoline prices in the U.S. averaged $4.452 a gallon, up $1.305 from the same period last year. On-highway diesel fuel prices rose $2.143 per gallon year-on-year to $5.64 per gallon during the same week.
"Higher crude oil prices have led to higher gasoline and diesel prices, with diesel remaining particularly elevated due to tight global supplies and U.S. inventories remaining below the five-year (2021-2025) average", EIA said separately in its latest "Short-Term Energy Outlook", published April 6. "We forecast retail gasoline prices to peak at a monthly average of close to $4.30 per gallon (gal) in April and average more than $3.70/gal this year. Diesel prices peak at more than $5.80/gal in April and average $4.80/gal in 2026".
Before the bill, Sherman had already written to Donald Trump two months ago urging the president to invoke executive powers under the Consolidated Appropriations Act of 2016 to impose a moratorium on crude exports while the conflict lasts.
The moratorium sought by the bill covers crude, gasoline and diesel.

"It also includes limited flexibility for cases where certain crude oil cannot be efficiently refined domestically, allowing narrowly tailored export licenses provided that refined products are returned to the United States".

Hopefully the Louisiana Legislature follows this model and puts a moratorium on Louisiana exporting crawfish from the beginning of the season until after Easter.

Not all of our refineries are optimized to run on US crude. The oil industry is heavily built on advantaged trading. This isn't the short term win they think it is.

+1. Many grades of crude. It’s honestly amazing that we haven’t built a new refinery in over 50 years to process the light crude coming out of the Permian. Massive oversight.

It would be bad for consumers, too. It would do next to nothing to lower prices, because we could not refine that oil. We would have to shut in wells. And it would deprive us of the income taxes we collect on the exporters, as well as the federal government’s royalties on much of it.

It is not like oil is harvested and goes to waste if the prices aren’t lowered to a discount. Producers just shut wells down and wait for the price to go back up.

This is but it was let's not forget that exporting crude was only allowed a few years ago.

Aren't we (the US) refining all of the oil we can?
Storing more of it won't remedy that bottleneck.

This is the legislative version of smashing your thermostat with a hammer because your electric bill is high. This bill, this congressman, nor anyone who voted for him should ever be taken seriously going forward.

If you think of different kinds of crude as apples and oranges the situation makes more sense. We import about 6 million barrels per day and export 4 million. As others have mentioned this is because of a mismatch in the type of oil we produce and the type of oil we can refine efficiently.
As to why we haven't changed our refineries to match our own output of crude it is because for the outputs we need using foreign crude is actually more cost-effective, so it is cheaper to pay for the transport here.
The congressman just doesn't understand the simplest parts of the crude oil market and the US needs.
