If you math it out it comes to:
-83.6% of those 65+
-75.8% of those 50+
-71.3% of those 40+
-64.7% of those 25+
-62.3% of those 18+
-61.6% of those 16+
-59.7% of those 12+
-50.9% of population
Obviously, these do not take into consideration those that developed natural antibodies from recovering from COVID. But, ~85% of those 65+ have at least 1 shot, ~70% of those 40+, & ~62% of all adults have the vaccine.

That could be some of it, could be many of them are smart enough to distrust the government. You know, the same government who brought you the Tuskegee Experiments, ignored almost every treaty with Native Americans, displaced people for highways, railroads, "the greater good", sends their sons overseas to die in pointless wars, etc.
