SO your question is "was it a large-scale quarantine in the 1st week?"
No.
No it wasn't
No.
No it wasn't

But if we want to swing the semantics cat around. . .The first COVID patients had been in quarantine well before March 7th
There were 539 reported cases in the US on March 8th

The tweet I got it from refers to a quarantine.
Was there a different tweet than one below which is what you included in your post?

Weekly deaths in the US down by 7,000 - 10,000 for the week ending March 7 2020! Silver lining with people changing their behaviors during COVID-19?

Edit:
Also now having some time to glance at data I don't think week 10 is really complete - just mostly complete. Ohio is 53.1% complete, PA 71.7%, TX 97.2%, OK 83.5%, IN 87.8%, LA 73% along with some others including NC and Connecticut below 20%. Based on using flu and pneumonia by state view I am not sure if total deaths nationally change or just % of flu or pneumonia deaths of deaths in individual states. Probably the later but it wasn't clear. A few similar in week 9 through 4 when looking at state numbers (less incomplete states as you move further back).
Again probably more about flu and pneumonia by state but all these weeks are trending down comparatively speaking, so either week 10 was a bigger step in this trend or there are still going to be updates to the data and it will take more time before we really know the final numbers for these weeks.

It’s not called a frickin quarantine if you’re healthy and just staying indoors for the most part FFS.

linked the original.
I could find the retweet, if it is really important to you.

fewer Americans died 1st week of March 2020 than 2019 (all causes)
But did they test everyone? Probably more dead and we just don’t know it.

I don't need it, but using that term just seemed really important to you even though the tweet you linked used much more accurate description. Yours was clickbait.
Also looks like the person is now trying to confirm total deaths are accurate for nation even as states aren't listed at 100% complete for same week

2. Another issue is regarding lags in total reporting. While we only take the weeks for which CDC has put as 100% reporting, there could be reporting lags esp. during the pandemic. We would be updating the numbers, as CDC updates them.

@CDCgov @CDCFlu it would be great if you can comment on updating frequency and reliability of National Total Weekly Deaths reported on CDC FluView for weeks reporting as ">100%" in %Complete. Emailed NCIRD too! I understand that this may not be the priority at the moment! Thanks!

I just defended why it is in the post.
Anything else you want to know, regarding my motives for verbiage in a post?
I'll be glad to educate, so you needn't speculate.

But did they test everyone?
It is total deaths for a given week, vs same week in previous years.
Cause of death is irrelevant to anything other than establishing correlation

You think some of the dead are alive?
Or some of the alive are dead?
Like zombies?

You cannot admit you used a grossly incorrect description for time frame of data and not even close to what the originator of said data used to describe his graphs based on the data. You supposedly used the term because someone on Twitter who retweeted the original used the term, but you keep trying to defend it like its from you which is more likely. Even your attempts to defend it were weak and stretching the truth. You know it. I know it.
I went and looked at tweet and the actual data on CDC's site once i got some time. You don't care to verify data in your post or discuss that dates might not be as complete as person thought or that trend already started for weeks 4 - 9 but still just want to defend "quarantine" and educate me on its usage while claiming it's not important to you.
It's been entertaining during the "quarantine" whether you are trolling or just a fool.
