Maybe, but it's pretty obtuse to say thongs aren't allowed and quote that cited ordinance, considering the entire purpose of a thongs existence is to expose the buttocks.

I just edited my previous comment. They have a law that went into effect in 2023 - 3 years after her detainment - that now outlaws thongs.
If they were allowed before, then why did they need a new law?

I have watched enough Donut Operator Body Cam videos to know how this played out. Before they cuffed her -- and it's always women that do this.
Cops come over to the woman and say something like, "Ma'am, we've gotten some complaints about what you're wearing, do you mind covering up with a sarong or a towel?"
Woman then says she's not doing anything wrong and she HAS A RIGHT to wear a thong on a public beach. Which might be true, but no cop knows every little minor ordinance.
So, the smart thing to do is take the ticket (because that is all it would be) and they might not even write her one if she just covers up and argue it in court and show the relevant code and that's that.
But the drunk woman does not think in those terms. Instead she is going to yell louder and cause a scene. She's going to start asking for badge numbers. She's going to say she is being harassed.
Officers will try to de escalate and she's going to yell louder. She's going to walk off, call the officer a piece of shite misogynist or a little dick loser. And then...she's going to touch one of them.
And then...she's going to jail with a disorderly conduct, obstructing official business and possibly felony assault on an officer.
I'm not saying it's right, but in my experience, you don't get anything out of arguing with an officer (especially when intoxicated) except a pair of cuffs. Just do what they say within reason and file a complaint with the department.
The amount of times people talk themselves into the back of a squad car is staggering. Just shut up put a cover on and go about your day, lady.
