The developer of Beale St came to Shreveport for the same purpose. Developed the Red River District which was successful for about 6 months, then culture decided to visit and now it's a ghost town. 50 is thinking about giving it another go.

If you haven’t noticed, the water level of the river in BR fluctuates tremendously with the seasons. It would be very difficult to build out the waterfront.
