How about this as a solution: in order for a church to claim tax-free status, it has to supply housing and services to homeless people. They don't get to pick their homeless, either. The police bring them directly from the street to the church facility.

You hate to say this about another human being, but they are like stray animals. The more you feed them (with food and money), the longer they will stay. That is on the public, not the government, to stop.
For most of us, it is in our human nature to want to help those who are "less fortunate". But not matter how bad you might feel, if you want the stray cat to top hanging around your house, stop putting our saucers of milk.

A different version of that suggestion is not as ludicrous as you might think.
Take a look at this “bunks for drunks” project in Seattle that has sustained success: LINK
One thing it does differently is addicts are allowed to use. This keeps them off of sidewalks where they can be more costly. Seattle gets its funding from donations and grants.
I wonder if Alamo Plaza hotel might agree to partner with a similar organization if it can deliver 90% occupancy? They can have an on-call transport vehicle that could operate like Uber - businesses summon them and pay them to entice homeless addicts to be relocated to 4 walls, meals, and a mattress.
What makes this program unique is it doesn’t require sobriety. One of the things that make this successful is these addicts get disgusted by other addicts and end up internalizing the fact that they are equally disgusting. They eventually become ready for sobriety.
We would eventually need to reintroduce public sanitariums that embrace involuntary commitments. Businesses might favor additional tax breaks for donating to such an endeavor. Staffing could be filled by liberal arts majors by paying them slightly more than what baristas make.

They need a treatment facility, not a prison. Also, if you're sleeping outside, in the wet and cold, you'd be more prone to taking or ingesting any intoxicant to numb you and/or get you through the night.

The problem with BR and places just like it is that the leadership acts as if they are helpless in protecting their own citizens from being helpless themselves. It’s nauseating really, and it absolutely must change if there’s any hope for the future. Those are facts. Defeatism is what really rules here. .
From the litter covering the sides of roads to the bums and their tent cities, to the violent crime, to people flying down the streets at all hours of the day and night and nobody putting a stop to it.
The victim mentality must extend to our leaders as well as the citizens. Always the conquered, and never the conqueror, always the follower and never the leader.

There will always be those who want nothing more than to have everything given to them for putting forward the least amount of effort. They're willing to live in absolute squalor rather than do even the basics of caring for themselves.
For those types, frick 'em. Those are the types the local government should be able to force into mental health institutions as being a danger to themselves and the community around them. The older I get, the more I see the problem increasing (primarily due to "advocates" wanting to help them by trying to make the unreasonable see reason), the more jaded I get.

Our country still has no clue how to handle homelessness. The majority of them are both mentally ill and possibly addicts.
We're paying millions of dollars in baton rouge for the bridge center, we need to make the most of it. Let them go there, get medicated, get clean, and then work with several of the other non-profits to find them a job and transitional housing.
If they don't want to go that route, give them the option of a bus ticket or a jail sentence
