They want to either reopen it or build another one if their bid falls through.

American Clean Energy Refining LLC (ACER) is bidding to buy an idled refinery of Royal Dutch Shell Plc RDSa.L in Convent, Louisiana, the chief executive of the Baton Rouge-based company said on Sunday night.

ACER has offered $1.25 billion for the idled 211,146 barrel-per-day (bpd) Convent refinery, which was shut in December 2020, Chief Executive Officer George Dabbs said.

A Shell spokesman was not immediately available for comment.

Last year, Shell decided to shut the Convent refinery because it was unable to sell it after it became unprofitable amid the loss of demand spurred by the COVID-19 pandemic. The company announced the closure on Nov. 5, while the refinery shutdown was complete on Dec. 14.

Dabbs said the Baton Rouge, Louisiana-based company had offered $1.75 billion to Shell even before the refinery was shut.

"It's a crying shame what they are doing," Dabbs said regarding Shell's decision to idle the Convent refinery.

If Shell won't sell the refinery to ACER, the company plans to build a 300,000-bpd refinery along the Mississippi River near the Convent refinery, Dabbs said.

Never heard of ACER before in this context. But if they want to repurpose the refinery in a way that results in new jobs, I'm all for it. Best of luck to them.

I'm still surprised that Placid and some of the other boutique refineries are open (and flourishing) while Shell had to shut down a full sized operation with 1,100 employees.

Corporate bloat is to blame IMO.

You can control costs a lot easier when it’s not a major corporation with millions in executives payroll & expenses

Not so Much corporate bloat but corporates decision to be an energy company and not an oil company. The refineries they want are the fully integrated refinery/chemical plants like Norco and Deer Park.

It’s part of the long term strategy of Shell to remain in the good graces of the EU

Surprised they have not sold/offloading more since this part of their operation is always the low margin part of their books

How come when i google "American Clean Energy Refining" they don't even have a website? What the hell is ACER? They have $1.25 Billion dollars to bid for this but they don't have a company website?

I think it's an investment group. Not an actual energy company.

And I think "clean" applies more to their balance sheet than what they plan to do with a giant refinery.

I'm guessing this is a Jim Bernhardt entity, formed to buy the refinery.

Over the last three or so years Shell has sold or shutdown five or so refineries in North and South America. Pretty sure Martinez finally got sold last month.

That was my initial thought as well.
And it’s Bernhard without the “t”.

Thus is the answer to why Shell shuttered. It's part of their net neutral carbon plan. Some are cutting production, others are building green energy.

An underfunded LLC on Hopper Road. Yeah I’m going to go out on a limb and say they don’t have two nickels to run together.

And if by chance anyone is or has any business with Shell Convent still outstanding you have until end of May to submit invoices. June 1 they are not paying anything else.

American Clean Energy Refining LLC has ties to Munford Energy. George Dabbs is a wealthy petro man in the Baton Rouge area that has many business ties.
