When I made my comment about turning a boat into a building, I was being facetious. By all objective measures it’s a building. In the eyes of the Gaming Control Board, it’s a boat. Not sure why you’re being a dick.

But it's not a boat...that's my point....It may be building that is built on a barge but it's not a boat.

The point here is that its on water, not land. I know there used to be a law that said casinos had to go sail around a little every once in a while but they must have got rid of that before Lauberge was built. They don't have to leave dock now so you can have a floating casino but it still has to be on water. Except for Harrah's though.
