What should have been a fresh start after losing her father has become a financial nightmare for one Baltimore woman. Kristina Moore says when she inherited her late father's Northeast Baltimore home, she also inherited a water bill exceeding $200,000 -- a debt she insists belongs to the entire neighborhood, not just her family.

"When my father passed, I thought the house would be the easy part, but it clearly wasn't," Moore said.

Moore says she had no idea the debt existed until April, when she found a notice from the city taped to the front door, warning that water service could be shut off within 45 days due to the unpaid balance.

According to Moore, the problem dates back decades. The home is part of the Springwood Estates community, a neighborhood of 37 townhomes built in the 1970s. Moore says the development is served by a single master water meter, but the account for that meter is tied to her property's address. She says that has left her home carrying responsibility for the neighborhood's water usage.

quote:

FOX45 contacted the president of the Springwood Estates Homeowners Association. Although she declined an on-camera interview, HOA President Regina Johnson confirmed the association is responsible for collecting money from residents and paying the community's water bill. However, she said she could not explain how the balance grew to more than $200,000 and declined to answer additional questions.

If they're anything like the New Orleans S&WB, stupidity is part of the corporate culture.

Baltimore financial controls are not as tight as crack pipe grip.

Wow, $200k before triggering notice!

An HOA didn’t spend their money accordingly?

Up next, water is wet.

That's the strangest part of this. Even with 37 townhouses sucking up free water while HOA queen is Carnival Cruising her way to the lifestyle she deserves, how the hell does the bill get that high before someone at the Water Dept steps in?

Ol Regina probably kept delaying through various ways delaying the cut off notice. Check in the mail sort of thing. Contesting the bill, etc.

This is probably more correct than everyone realizes.

With 37 homes pay an extremely high water bill each month- let’s call it 300 on average. It would take 18 months to rack up a bill that high. There is collusion between the HOA spokesperson and the water company at that point. I guess the water company could just not be doing their jobs too.

Far be it for me to defend Regina but this is likely either severe underpayment for the life of the account or they weren’t crediting the proper account(s).

It does give me pause that she says she has no idea how it got that high instead of why it would have any balance at all.

1. put master meter on the address of senile old man

2. Be the sole board member of hOA

3. Collect water bill money from neighborhood

4. Don’t pay bill and steal the money

5. Find ways to delay cut off date

6. Profit
