Partially - they have an obligation to get a story right.
The owner has a completed project for which he overpaid for it.
The contractor, Braud, failed and this raises red flags for anyone who may want to work with him, but he didn't "scam" the owner out of nearly $10k.
That other dude though, that's as bad as it gets.
And Braud might have other issues that make it worse, but it's bad, based on just this story, to lump him in this same category.

I'll expand on this (not defending Braud, defending the process and outting the story as INCOMPLETE and probably INACURRATE):
Homeowner paid Braud $5500
What was the total job?
How much did Braud complete?
Second contractors are ALWAYS more expensive fixing someone else's problems. It was "fixed" and completed for an additional $4400.
Was it a $5500 job completed for $9900? $4400 'scam'.
Was it an $8000 job completed for $9900? $1900 'scam'.
Either way no where close to $10k.
Was it a $6000 job that when the owner had a better idea of what he wanted and knew he had a "blank check" because he was going back on the original contractor for damages and expanded the scope or upgraded the materials?
Who's scamming who?

When we updated our bathrooms earlier this year Taylor reached out to me on NextDoor. I asked NextDoor if anyone else used him and there really wasn't any recommendations. At the time he was still operating under Braud Electric so being in construction myself, I was suspicious that an electrical contractor was presenting himself as a general contractor. After seeing some photos from others in the neighborhood that got scammed and had shoddy work by him, man did I dodge a bullet haha

I don’t pay for work until it’s completed. I will make progress payments for work that is done, but that’s it.
In my opinion you don’t have a contracting business if you have to get paid before you start work.

Especially right now. My uncle has his own business doing this kind of work...home renovations, new additions, plus general home repair. He's booked solid until late February and doesn't advertise or solicit AT ALL. The good ones (contractors) can and do easily survive off of word-of-mouth recommendations.

I mean she had to pay another contractor because she was scammed so it cost her almost $10k, but I get what you are saying. She did pay $4,400 and received $4,400 worth of work.. The best way to word it, I guess, would be to say "She ended up paying almost $10k for almost $5k worth of work".
