I've seen this tattoo in several threads about bad tattoos on some of the sites I frequent.
Before I'd let a tattoo artist put a portrait type tat on me I'd damn sure check out his prior work, and not just for one or two tats, a whole shitload of them.
That was a great coverup of a horrid tattoo and props to the artist that took that one on.
