The five-parish Capital Area Road and Bridge Authority is eyeing January for its first official meeting to begin exploring how to fund a new span across the Mississippi River.

The authority was created by the Legislature in May but has held off on meeting while officials waited to see if the MovEBR roads tax proposal would be approved by East Baton Rouge Parish voters, says state Sen. Rick Ward, R-Port Allen, who sponsored the legislation creating the authority.

The approval of the MovEBR tax proves public momentum for traffic solutions is building, Ward says, as people are increasingly frustrated with the region’s chronic gridlock and are ready to do something about it.

Momentum is also growing in the private sector for a new bridge. Baton Rouge businessman Jim Bernhard has repeatedly said in recent weeks that his private equity firm, Bernhard Capital Partners, and others would be willing to back the loan to build a new bridge and collect tolls, indicating a public-private partnership is an increasing possibility.

“In the past, what has held these projects back, people would meet with private investors who just weren’t interested,” Ward says. “To have Jim Bernhard out there saying this can be done—and he intends to help get it done—that’s a huge step forward.”

But Bernhard notes public funding will also be needed to cover the costs of feeder roads and infrastructure to supplement a new bridge.

Baton Rouge Business Report

quote:

That’s where the five-parish authority comes in. The authority comprises the presidents of the five parishes of the Capital Region—East Baton Rouge, West Baton Rouge, Ascension, Iberville and Livingston—as well as the secretary of the Department of Transportation and Development, and governor appointee Mike Wampold.

WBR is going to push for the crossing at Brusly, which may not be possible on the EBR side.

Iberville will push for it way the hell down at Bayou Goula. Better than nothing, but way too far south to help the traffic congestion in Baton Rouge.

Livingston, EBR, and Ascension all have their own agenda but will ultimately push hard for the bridge as close to Baton Rouge as possible.

I think Plaquemine Point (between Plaquemine and DOW) is the best option for the crossing. Feeder roads would have to connect it to I-10 and US 190 in WBR and to I-10 in Ascension around Tanger.

I am not familiar with the area but why wouldn't it be where the ferry is now?

Louisiana is losing residents but I guess more people are using I-10 to pass through.

Of course it is, which means it will likely be crossed off the list first

A crossing at LA 74 south of Plaq wouldn't be terrible.

I'll bet they'll have a pretty nice lunch spread at that meeting.

This is how I'd do it:

Would still require the unavoidable investment into beefing up Airline Highway and I-10 in Baton Rouge. I think this crossing could be even better if it were possible to connect to I-10 in the Spanish Lake area.

That what the MoveBR tax is paying for.

By the time this is actually built in 30 years we will have personal drones to take us everywhere within a 10 mile radius or so.

Maybe they'll get around to spending 5-10 minutes talking about solutions too.

I think the CCLA people successfully fought the Spanish Lake route 20 years ago. That one probably isn't politically impossible.

Why would we need a crossing so close to the Sunshine bridge?

Wouldn't that make the east side highway route go through the booming metropolis of Carville? Maybe I don't understand the proposed route.

I like your route goofball. I-10 split would be well before the current New Bridge backup. Plaquemine point is a narrow point of the river, so smaller bridge. Then that road between the bridge and south I-10 would be good for reducing that plant baw traffic from Geismar. And all of that with minimal disruption of residential areas and current high volume roads

The worst possible thing they could do with this bridge is route it so the connection back to south I-10 uses an existing road like Bluebonnet

It was ease up all the plant traffic that either goes over the Sunshine Bridge or the Baton Rouge bridge. Would give an alternate route for people in the plants in the Geismar, Carville area. I think a bridge that crosses around Carville or St. Gabriel would be perfect. Right in between the Sunshine Bridge and the BR bridge

Agreed.

EBR is taxing itself to widen LA30, but a freeway connection to I-10 is still needed somewhere.

The most logical place to put is is between Addis and Plaquamine. What would happen is have the 415 extension and run that parallel to LA1 until it hits the new bridge and then connect the EBR side with St. Gabriel (think hwy 74) all the way to I10
