I think it's the official paperwork needed to transfer the tax money over to the CoA. I'm guessing the paperwork has to be finalized before they can actually start the transfer of funds.
So it's not about the CoA getting the money today... I think it's just about the paperwork.

The video from last night looked like he drove his hoveround into an empty pantry and used a Razr phone to film it.

I understand they're connected and her mother is Judge Clark. What I don't understand-or rather what I underestimated-was just how high up on the food chain in the local NBR Political Machine the EBR COA CEO's mother was. She must be an Apex Predator in that Food Chain.
As far as their Legal Counsel for the EBR COA, she's been put on leave/suspension and may soon be terminated from her position, and I'd imagine her level of protection isn't quite as impactful as she appears set to become collateral damage (though the fact that she's an actual member of the legal profession may subject her to legitimate scrutiny the EBR COA CEO can avoid by virtue of being a non-attorney in this case).
What I would be super-interested in is an org chart of the NBR Political Machine. I'm not even sure one could adequately chart it out as I'm guessing it's still aligning and it appears the EBR COA is set to become an incredibly powerful tool. As such, whomever controls it would play a powerful part in that machine.
